Within the context of the government's interest in taking into consideration the Omani citizen and implementing the decision of the Council of Ministers, the National Subsidy System includes some segments of Omani society in order to mitigate the consequences and effects of the liberalization of fuel prices.
The National Subsidy System (NSS) is aimed at supporting Omani Citizens benefit from the Fuel Subsidy that the Government of Oman provides.
The Fuel Subsidy is provided to all deserving Omani Nationals so that they are not affected due to the changing Fuel prices. The Fuel Subsidy is applicable only to Mogas 91 (M91) Fuel Type.
The Fuel Subsidy comes into effect whenever the price of M91 Fuel is 180 Baisa or above as per the price set by the Government of Oman on a monthly basis.
The Fuel Subsidy Card Registration Process has commenced on 13th December 2017. The Susbidy Fuel Dispensing has gone LIVE since 1st January 2018. The Fuel Subsidy users have to collect the card from the Preferred Fuel Marketing Company selected by the Subsidy Seeker during the Registration process and Activate the card to avail Fuel Subsidy.

These Categories are subject to the Total Monthly Income not exceeding OMR 950.
Boat Subsidy can be availed by Omani Fishermen, who own a Boat with an active License as registered with the Ministry of Agriculture and Fisheries (MOAF).
The total monthly income should be less than or equal to OMR 950.
The option to Register your Boat for the Fuel Subsidy is enabled only if your Boat details are available in the Ministry of Agriculture and Fisheries (MOAF) records. If you are a Fisherman and your Boat Fuel Subsidy Application is not enabled on your Dashboard, please contact MOAF to update your Boat License Records.
Once the Ministry updates your records, please give two working days for the data to reflect on the NSS and then you may proceed to apply for the Boat Fuel Subsidy.

The Registration Process of the National Subsidy System would use your Omani National ID Number to verify your credentials with the Royal Oman Police (ROP) Records. On successful verification process, you may proceed to the login access to the NSS Portal or the NSS Mobile application where you would need to submit the Fuel Subsidy Application.
No, the e-Mail Address is optional. However, you would compulsorily need a Registered Mobile Number. All major communications regarding the NSS would be sent to your Registered Mobile Number.
One-Time-Password (OTP) is sent to the Registered Mobile Number so that the user can be authenticated for the Registration process on the National Subsidy System.
When the OTP is not received on the registered Mobile Number, please select the RESEND OTP option.
Steps to Login to the NSS Portal with the created password:
A SMS will be sent by the preferred Fuel Marketing Company selected by you, informing the Location of the Fuel Station and the date on which the Fuel Subsidy Card is to be collected
The procedure to Activate the Fuel Subsidy Card differs from each Fuel Marketing Company. You are advised to follow the process as outlined by the Fuel Marketing Company you have obtained the Fuel Subsidy Card from.
As a Fuel Subsidy Seeker, you can select only one of the 3 Fuel Marketing companies to be your preferred Fuel Marketing Company.
The Fuel Marketing company can be changed later if required through the NSS Portal. However, there may be a fee charged by the Fuel Marketing Company on the new Fuel Subsidy card issued to you and is subject to the Policies of the Fuel Marketing Company.
Changing the Fuel Marketing Company would result in the Cancellation of the previous Card that you hold.
A Fuel Subsidy User should voluntarily Cancel his / her Fuel Subsidy Card when he / she does not comply to the criteria set by the Sultanate of Oman to avail Fuel Subsidy.Steps / Procedure to cancel the Fuel Subsidy card:
The Fuel Subsidy being availed by you is under the assumption that you still own the Vehicle. However, should you sell your car or buy a new car, then such information has to be immediately updated on the NSS Portal to ensure compliance to the National Subsidy System.
The Fuel Subsidy being availed by you is under the assumption that you still own the Boat. However, should you sell your boat or buy a new boat, then such information has to be immediately updated by contacting Ministry of Agriculture and Fisheries (MOAF).
You can avail only one group of Subsidy - either for the Boat or Vehicle. Once you decide to change the Subsidy group, you will have to follow the criteria as laid down in that Application.

When a Fuel Subsidy user changes the Fuel Marketing Company, the current Fuel Marketing Company cancels the Fuel Subsidy card allotted to the Subsidy User only by the end of the current month.
The new Fuel Subsidy card will be issued only at the beginning of the next month by the new Fuel Marketing Company.
The Fuel Subsidy availed by the Oman National is subject to strict conditions that they are still compliant to the Criteria laid by the Government.
Subsidy Users are encouraged to voluntarily update their status online through the various update functions available on the Portal.
In order to ensure regular and continuous compliance to the criteria, the NSS Portal / NSS Mobile application will periodically popup the compliance confirmation for the Subsidy User to accept. Failure to accept this would result in automatic termination of the Fuel Subsidy.
If the Subsidy User hasn’t been logging in regularly on to the NSS Portal (www.nss.gov.om or Mobile application), then there will be an e-mail / SMS / Mobile Notification sent to the Subsidy Users registered contact information requesting to login and click on the compliance sheet. A Grace period of 30 days is provided to confirm Compliance. Failure to do so would automatically result in termination of the Fuel Subsidy.
During Registration, if you find that your Mobile Number / CIVIL Number is already registered, then it means that there is a possibility of Unauthorized Registration. Proceed to report Unauthorized Registration through the Contact Us Section of the Home page of the Website / Mobile Application and choose ‘Complaints’ category and provide all relevant information.
If you are in breach of the criteria your card will be deactivated and you may face legal consequences as decided by concerned authorities.
