Currently there are three major Subsidy Domains that operate on the NSS, namely: the Fuel Subsidy, Electricity & Water Subsidy (The Water Subsidy will launch on NSS at a later date) and the Internal Scholarship Subsidy. All Omani Nationals are encouraged to visit Fuel, Electricity & Water, and Internal Scholarship Subsidies information on the website & FAQ to understand in detail the various criteria provided and if deemed eligible, are welcome to register and avail benefit from these Subsidies.

There is no deadline. The Registration can be done anytime as per the convenience of the Subsidy Seeker. The Electricity & Water Subsidy starts from the month following the date of the Subsidy request.
Existing registered Electricity & Water Seekers and Users can directly login to the Subsidy System and have the option to register and apply for the Internal Scholarship Subsidy from their Dashboard. This is subject to Seekers and Users meeting the Subsidy eligibility criteria. Since the existing seeker is already an Electricity Subsidy user, applying for the Internal Scholarship Subsidy will be easier as relevant information previously provided towards Electricity Subsidy will be referred to in the Internal Scholarship Subsidy application process.

Subsidy Compliance is to monitor and confirm that the Subsidy availed by the Subsidy Users are always compliant to the criteria laid by the Government of Oman at any point in time. The Subsidy availed by the Omani National is subject to strict conditions and a Subsidy Compliance is mandated to monitor and confirm that the Subsidy Users are still compliant to the criteria laid by the Government of Oman. Subsidy Users are encouraged to voluntarily update their status online through the various update functions available on the Portal.
In order to ensure regular and continuous Compliance to the criteria, the NSS Portal / NSS Mobile application will periodically display the Compliance confirmation for the Subsidy User to accept. Failure to accept this would result in automatic termination of the Subsidy.
Fuel Subsidy Users are mandated to Confirm Compliance once every 6 months, with a grace period of 30 days, failing which their Fuel Subsidy Card will be cancelled.
Electricity & Water Subsidy Users are mandated to Confirm Compliance once every 6 months, with a grace period of 30 days, failing which the Electricity & Water Subsidy will be cancelled.

The Government of Oman has set parameters which define who are the Omani Nationals who deserve the Fuel Subsidy. It is applicable to all Omani Nationals who meet the criteria set by the Government of Oman that include those who are above 18 years of age and Own a Vehicle or a Boat and who has a total Monthly Income not exceeding OMR 950.
NSS Fuel Subsidy Application does not require any official document but the ID number and Vehicle Registration Number only. Upon receipt of the Fuel Card collection intimation from the Fuel Marketing Company, the Applicant must show his/her Civil ID Card to receive the Fuel Card from the designated location.
The Fuel Subsidy Card issued to the Subsidy Seekers can be used for Fuel disbursement as soon as the Fuel Card is Activated.
Providing support to all residents of the Sultanate of Oman means that the principle of social justice among the various segments of society will not be achieved, since everyone benefits from it without exception. Therefore, Fuel Subsidy will not include high-income earners.
Effective from 1 May 2021, as per directives from Government, the limit for Fuel Subsidy has been increased from 200 litres to 400 litres.
Previously, 200 litres of M-91 fuel has been identified based on vehicle data recorded in the Sultanate and the quantity of consumption in the last five years. This quantity of fuel can also reach an average distance of about 1800 km per month, equivalent to 60 km per day. This quantity is consistent average fuel consumption of an Omani family, according to the Omani family's income prepared by the National Center for Statistics and Information.
If the price of the M-91 fuel drops, this gives all fuel users the possibility of using it at less than 180 baisa /litre, without Subsidy.
There is no Fee to avail Fuel at the Subsidized rate prescribed by the Government of Oman.

These are the FMCs from whom Subsidy users can avail Fuel at a Subsidized rate for Mogas 91 (M91) Fuel Type.
These Categories are subject to the Total Monthly Income not exceeding OMR 950.
Subsidy applied towards Fuel for a Boat can be availed by Omani Fishermen, who own a Boat with an active License as registered with the Ministry of Agriculture, Fisheries and Water Resources (MAFWR).
The total monthly income should be less than or equal to OMR 950.
The option to Register your Boat for the Fuel Subsidy is enabled only if your Boat details are available in the Ministry of Agriculture, Fisheries and Water Resources (MAFWR) records. If you are a Fisherman and your Boat Fuel Subsidy Application is not enabled on your Dashboard, please contact MAFWR to update your Boat License Records.
Once the Ministry updates your records, please give two working days for the data to reflect on the NSS and then you may proceed to apply for the Boat Fuel Subsidy.
An SMS will be sent by the preferred Fuel Marketing Company selected by you, informing the Location of the Fuel Station and the date on which the Fuel Subsidy Card is to be collected.
The procedure to Activate the Fuel Subsidy Card differs from each Fuel Marketing Company. You are advised to follow the process as outlined by the Fuel Marketing Company you have obtained the Fuel Subsidy Card from.
As a Fuel Subsidy Seeker, you can select only one of the 3 Fuel Marketing companies to be your preferred Fuel Marketing Company.
The Fuel Marketing company can be changed later if required through the NSS Portal. However, there may be a fee charged by the Fuel Marketing Company on the new Fuel Subsidy Card issued to you and is subject to the Policies of the Fuel Marketing Company.
Changing the Fuel Marketing Company would result in the Cancellation of the previous Card that you hold.
A Fuel Subsidy User should voluntarily Cancel his / her Fuel Subsidy Card when he / she does not comply to the criteria set by the Government of Oman to avail Fuel Subsidy.
Steps / Procedure to cancel the Fuel Subsidy Card:The Fuel Subsidy being availed by you is under the assumption that you still own the Vehicle. However, should you sell your car or buy a new car, then such information has to be immediately updated on the NSS Portal to ensure compliance to the National Subsidy System.
The Fuel Subsidy being availed by you is under the assumption that you still own the Boat. However, should you sell your boat or buy a new boat, then such information has to be immediately updated by contacting Ministry of Agriculture, Fisheries and Water Resources (MAFWR).
You can avail only one group of Subsidy - either for the Boat or Vehicle. Once you decide to change the Subsidy group, you will have to follow the criteria as laid down in that Application.
The Subsidy Fuel Dispensing process has commenced from 1 January 2018.
The Fuel Subsidy being active is subject to the monthly price of M91 being 180 Baisa or more as fixed by the Government of Oman.

The Electricity & Water Subsidy on NSS is a platform that facilitates providing Subsidy to qualifying Households to mitigate the impact from the implementation of Electricity and Water Subsidies. The Electricity & Water Subsidy will be reflected in the form of a discount in the total bill value based on a certain percentage to be determined annually by the National Subsidy System Committee. The Subsidy is capped to 4000 KWH/month consumption for Electricity and 6250 gallons/month consumption for Water.

The categories for eligibility were based on the results of the 2019 Household Income and Expenditure Survey, coupled with the adoption of one of the relative calculation methodologies in determining the applicable thresholds. The Internal Scholarship Subsidy, as the name suggest, offers a subsidy to qualifying Students to mitigate the cost of Education. Students covered under the Subsidy will receive support in the form of monthly allowances distributed by the Ministry of Higher Education, Research and Innovation (MOHERI).
The Internal Scholarship Subsidy can only be availed by Omani Nationals whose Civil IDs are present in the Internal Scholarship Subsidy Master Database maintained by the Ministry of Higher Education, Research and Innovation (MOHERI). The Internal Scholarship Subsidy is levied to students based on this database.

If the Household Information is directly fetched from the Electricity Subsidy Accounts Database, then it cannot be edited/updated on the Internal Scholarship Subsidy Application form. Any edit/update on the Household Information can only be done on the Electricity Subsidy Application Form.
No other household member can utilize the Internal Scholarship Subsidy as the monthly allowance will be directly deposited into the student’s bank account
The MOHERI will update their Internal Scholarship Subsidy Master Database once every 4 months, if the Subsidy User is not found compliant with the subsidy, then their subsidy will be automatically cancelled.
